get_application_capabilities

Read runtime-enforced capabilities and their update eligibility.

state is what the runtime enforces. Entries with overridable=true may be set to enabled via update_application body.capabilities, except public_api: this tool still answers while public_api is disabled, but public_api cannot be enabled through update_application while it is disabled. Re-enable it in the application’s settings in the console.
